Data model differences: CMDB and record structure
Most comparisons skip this, yet it decides what your reports can answer and what survives a migration. In short, ServiceNow stores ITSM work as task records and CIs in a class-based CMDB, while Freshservice separates tickets from problems and changes and stores CIs as asset types.

How ServiceNow structures ITSM records and the CMDB
In ServiceNow, incidents, problems and changes are all task records on one shared platform model. SLAs are tracked per task in the Task SLA table, which "stores Task SLA records for the SLAs attached to particular tasks", including stage, breach time and business elapsed time (ServiceNow docs, as of 28 Sep 2026).
The CMDB is class-based. Each record in the CI Relationship table holds a parent CI, a child CI and a type such as Depends on::Used by (ServiceNow docs, as of 28 Sep 2026), and the Identification and Reconciliation Engine uses dependent relationships to identify CIs. ServiceNow describes its Common Service Data Model as "the data model that admins should follow when they set up ServiceNow products and applications" (ServiceNow docs, as of 28 Sep 2026). How Freshservice structures tickets and the Freshservice CMDB
In Freshservice, a ticket carries a type of Incident or Service Request, while problems, changes and releases are separate objects with their own API endpoints (Freshservice API, as of 28 Sep 2026).
The CMDB sits inside IT asset management. Freshservice ships a default hierarchy of asset and CI types (hardware, software, cloud, services) that admins can extend but not delete (Freshservice support, as of 28 Sep 2026). Custom relationship types each have a normal and an inverse direction (Freshservice support, as of 28 Sep 2026). Service discovery, application dependency mapping and business service mapping require the ITAM Enterprise plan (Freshworks, as of 28 Sep 2026).
Why the difference matters when you switch
A class-based CMDB does not map one-to-one onto an asset-type hierarchy. Some classes merge, some relationship types need new equivalents, and reconciliation rules have no direct target. Moving the other way, assets must be split into classes before ServiceNow's identification rules work.
Ticket history has the same problem. The links between an incident, its problem, the fixing change and the affected CI, plus each ticket's SLA records, are where migrations lose the most value. Keeping them is what data fidelity in a migration means in practice.
AI compared: ServiceNow Now Assist and Otto vs Freddy AI
Both vendors sell agentic AI for the service desk. The difference is packaging: ServiceNow includes AI in every package and reserves custom agents for Prime, while Freshservice sells Copilot per agent and bundles its AI agent in Enterprise.

Two caveats apply. ServiceNow's documentation says its ITSM AI features are not available for in-country SKU customers, FedRAMP, DoD IL5 and IRAP-protected environments, self-hosted customers or some regulated markets (ServiceNow docs, as of 28 Sep 2026). On the Freshservice side, AI Agent Studio pricing was not disclosed in the launch release, so ask how sessions are counted and billed (Freshworks, as of 28 Sep 2026).
AI also depends on data. Assistants that draw on past tickets and knowledge articles have less to work with on a platform that starts with an empty history.

For a public benchmark, Vendr reports that the median buyer pays $129,871 per year for ServiceNow, based on 109 purchases (Vendr, as of 28 Sep 2026; page last updated February 2026). Treat it with care: the figure covers all ServiceNow products, not ITSM alone.
Total cost of ownership factors that don't show on a price sheet
- Metered extras. Freshservice meters asset units and orchestration transactions and charges for Copilot. ServiceNow allocates AI usage by package, so ask what happens when you exceed it.
- Skills to run it. 59 ServiceNow G2 reviewers mention high licensing and implementation costs (G2, as of 28 Sep 2026). Freshservice reviewers most often cite missing or limited features, which can mean workarounds (G2, as of 28 Sep 2026).
- Renewal timing. A platform change needs a parallel-run window, so decide before your renewal notice date.
- Switching cost. Rebuilding workflows and moving history is a real project cost and belongs in any TCO comparison.
Which should you choose? Five questions
- How many departments beyond IT will run on the platform? If HR, legal, finance and facilities should share one data model, ServiceNow's breadth counts. If only IT and a few business teams need a desk, Freshservice's business agent license may cover it.
- How much does your CMDB drive change and impact analysis? If change approvals depend on service maps, CI classes and reconciliation rules, ServiceNow is built for that. If an accurate asset register with relationships is enough, Freshservice covers it.
- Can you staff platform admins and developers? ServiceNow rewards teams that configure and script it. Freshservice suits teams that administer through settings screens.
- Do you need published, predictable pricing? Freshservice lets you model cost from a public page. ServiceNow requires negotiation, which can favor you at scale.
- What hosting and compliance rules apply? US federal buyers should note that ServiceNow's Government Community Cloud holds a FedRAMP High P-ATO, while Freshservice is FedRAMP In-Process at Moderate (ServiceNow, Freshworks, as of 28 Sep 2026). EU buyers should confirm hosting region and data residency terms with each vendor.

Migrating between ServiceNow and Freshservice
The common path runs from ServiceNow to Freshservice, usually at renewal. The reverse happens when a growing organization outgrows a lighter tool. Either way, moving years of incidents, changes, knowledge and CIs intact is harder than choosing the platform. Freshservice documents limits to plan around. Its bulk migration APIs import "Tickets and Notes along with their attachments", with a maximum of 50 records per request, an account-level limit of 10 requests per minute and attachments capped at 40 MB per entity, so plan for oversized attachments before cutover. Problems, changes, releases and assets go through the standard public APIs instead (Freshservice support, as of 28 Sep 2026). Slack, Teams, business rules and workflows "will not be muted", so switch them off first. For approved migration partners, a token raises the public API limit to 700 calls per minute (Freshservice support, as of 28 Sep 2026).
On the ServiceNow side, exports default to 10,000 records per CSV, XML or JSON file, and ServiceNow advises chunking large exports (ServiceNow docs, as of 28 Sep 2026). Freshservice's API reference describes created_at only as the "Ticket creation timestamp" (Freshservice API, as of 28 Sep 2026), so confirm how your migration method preserves original dates before you commit.
Freshworks describes its own approach as demo, full and delta migrations (Freshworks, as of 28 Sep 2026). That fits a controlled ITSM migration plan: inventory, map fields and states, test-migrate, cut over in a freeze window with delta sync, reconcile counts and links, then hypercare.
Freshservice vs ServiceNow evaluation checklist
- List every ITSM module in use today: incident, request, problem, change, release, knowledge.
- Export your CMDB class list and relationship types, and mark which ones drive change approvals.
- Count agents, occasional agents and non-IT agents separately.
- Count assets and CIs to size Freshservice asset units or ServiceNow CMDB scope.
- List integrations and the API volume each needs.
- Record which AI features you use now and which you would pay for.
- Confirm compliance needs: FedRAMP, ISO 27001, SOC 2, data residency.
- Decide how much ticket history you must keep for audit and reporting, and audit your legacy help desk data before you commit.
- Document SLA definitions, priority matrix and business calendars for rebuild.
