Methodology: we compared vendor pricing pages, product pages, help-center docs, release notes and G2 pages, all read on 12 Oct 2026. No vendor reviewed or paid for this article. We did not run hands-on tests.

Freshservice vs ManageEngine ServiceDesk Plus is mostly a choice between a hosted service desk with a plan ladder and a service desk you can run on your own servers, with modules priced separately. On list prices, ServiceDesk Plus is lower. On G2, Freshservice scores higher for ease of use. This guide compares plans, add-on costs, deployment, data model and AI as of 12 Oct 2026, then covers moving from ServiceDesk Plus into Freshservice.

Key takeaways

  • ServiceDesk Plus lists from $13, $27 and $67 per technician per month (Standard, Professional, Enterprise) on-premises, and Freshservice lists $19, $49 and $99 per agent per month billed annually (ManageEngine and Freshworks pricing pages, 12 Oct 2026).
  • Problem and change management are annual add-ons of $1,195 and $2,395 below ServiceDesk Plus Enterprise, and start at the Pro plan in Freshservice (same pages, 12 Oct 2026).
  • ServiceDesk Plus offers on-premises, public cloud and SaaS deployment (ManageEngine Enterprise page, 12 Oct 2026). Freshworks pages show a hosted service and no on-premises edition.
  • G2 (12 Oct 2026): Freshservice 4.6 of 5 from 1,362 reviews, ServiceDesk Plus 4.2 of 5 from 253 reviews.
  • Moving from ServiceDesk Plus to Freshservice means rebuilding workflows, business rules and SLA definitions. Freshservice's bulk import API covers tickets and notes only (Freshservice Bulk API guide, modified 24 Nov 2025).

Short answer: Freshservice vs ManageEngine ServiceDesk Plus

Freshservice fits teams that want a vendor-hosted service desk with published plans and little infrastructure to run. ServiceDesk Plus fits teams that need on-premises hosting, the lowest list price, or the free edition for up to five technicians.

Sources: ManageEngine and Freshworks pricing pages, Freshservice API docs, G2 product and comparison pages, all read 12 Oct 2026. The G2 category scores come from G2's comparison page, which shows slightly older review counts (1,359 and 251). G2 reports the same 2-month median implementation time for both.

Data model: requests, CMDB and assets

Requests. ServiceDesk Plus treats incidents and service requests as request types built from templates. ManageEngine's request details page says a request can be switched between types by changing its template. A request carries conversations, notes, work logs, resolutions, tasks, approvals, a history tab and linked requests (ServiceDesk Plus help guide, 12 Oct 2026). Freshservice keeps incidents as tickets and raises service requests from the service catalog. Its ticket API supports only the incident type and has a separate Create a Service Request call (Freshservice API docs, 12 Oct 2026). Freshservice's priority matrix, impact times urgency, applies to incidents, and agents can override it (Freshservice support article, 12 Oct 2026).

CMDB. In ServiceDesk Plus you design your own CI types with a drag-and-drop field builder and define relationships between CI types or between individual CIs. Assets are one kind of CI alongside services, users and documents (ManageEngine CMDB API guide, 12 Oct 2026). Freshservice's CMDB sits inside IT asset management. The ITAM Growth package includes CMDB and discovery. Pro adds contracts, purchase orders and software asset management, and Enterprise adds dependency and business service mapping (Freshservice asset unit article, 12 Oct 2026). Freshservice relationships have normal and inverse directions and default or custom types, and can link assets to service items (Freshservice support article, 12 Oct 2026).

Assets and metering. Both vendors meter assets. ServiceDesk Plus prices Professional and Enterprise by technicians and IT assets, and Standard by technicians only (ManageEngine pricing page, 12 Oct 2026). Freshservice counts asset units: a desktop is 1, a server or network device is 4. ITAM pricing starts at $125 a month per 500 asset units (Freshworks ITAM pricing page, 12 Oct 2026). Which units come with which Freshservice plan reads inconsistently across pages, so confirm it in writing.

AI compared: Zia and Freddy

The cost model differs more than the features. ManageEngine says predictive, generative and conversational AI is available in all ServiceDesk Plus editions at no additional cost, and that Zia Agents are Enterprise only (ManageEngine pricing page, 12 Oct 2026). The on-premises release notes of 11 Aug 2026 say Ask Zia and Zia agents are supported for all editions. The two statements differ, so ask which applies to your deployment and edition. On-premises customers can connect Azure OpenAI or, since build 16000 on 23 Sep 2026, a local model through Ollama, with one vendor active at a time (ManageEngine on-premises release notes, 12 Oct 2026). That is the option to look at if data cannot leave your network.

Freshservice prices AI in layers (Freshworks pricing page, 12 Oct 2026). Freddy AI Copilot is a $29 per agent per month add-on billed annually, listed for Pro and Enterprise. Freddy AI Agent is Enterprise only and includes 1,200 sessions per year per license, where a session is one user's interactions within 24 hours. AI Agent Studio is free for Growth, Pro and Enterprise until 31 Dec 2026 (Freshservice support FAQ, 24 Sep 2026).

Both vendors publish outcome statistics with no method shown, so we left them out. Judge AI in a trial on your own tickets, and ask what happens to the bill as usage grows.

Pricing and total cost

Start with list prices. ServiceDesk Plus prices below are on-premises "from" rates per technician per month. Freshservice prices are billed annually.

Plan orderServiceDesk PlusFreshservice
FreeStandard, up to 5 techniciansNone
Lowest paidStandard from $13Starter $19
NextProfessional from $27Growth $49
NextEnterprise from $67Pro $99
HighestEnterprise, custom quote

Sources: ManageEngine pricing page (prices current as of September 2026) and Freshworks pricing page, read 12 Oct 2026. The plan rows are an ordering, not a like-for-like match.

The gap widens with add-ons. These ServiceDesk Plus modules are sold as annual subscriptions (ManageEngine pricing page, 12 Oct 2026):

Add-on, per yearStandardProfessionalEnterprise
Problem management$1,195$1,195Included
Change and release management$2,395$2,395Included
Service catalog$1,195$1,195Included
Project management$1,195$1,195Included
CMDBNot offered$1,195Included

The same page lists computer telephony integration at $1,195 and a fail-over service at $2,395 a year.

Worked example, list prices only. Take 50 technicians or agents and about 1,000 IT assets, with problem, change, service catalog and (where offered) CMDB. ServiceDesk Plus prices come from ManageEngine's annual on-premises grid, which matches its on-premises entry prices on the same page. Cloud entry prices on that page are higher, for example $1,545 against $1,195 a year for 10 Standard technicians.

Option, per yearCalculationTotal
ServiceDesk Plus Standard + 3 add-ons$4,795 + $1,195 + $2,395 + $1,195$9,580
ServiceDesk Plus Professional + 4 add-ons$10,795 + $1,195 + $2,395 + $1,195 + $1,195$16,775
ServiceDesk Plus EnterpriseGrid price, modules included$21,595
Freshservice Growth (no problem or change)50 x $49 x 12$29,400
Freshservice Pro50 x $99 x 12$59,400

Sources: ManageEngine and Freshworks pricing pages, 12 Oct 2026. These are list prices, not quotes, and negotiated discounts will move them.

At this size, Freshservice Pro lists $42,625 a year above ServiceDesk Plus Professional with four add-ons. Three things narrow the gap. On-premises ServiceDesk Plus also needs servers, a database, backups and upgrade time, and none of that is in the list price. Adding Freddy AI Copilot for all 50 agents would add $17,400 a year on the Freshservice side. On the ServiceDesk Plus side, Enterprise at $21,595 includes every module above, so check it before you buy four separate add-ons. Freshservice also bills for extra orchestration transactions ($250 per 1,000), API add-on packs and ITAM asset units (Freshworks pricing pages, 12 Oct 2026).

Freshservice vs ServiceDesk Plus: which should you choose?

  1. Must it run on your servers? If policy requires on-premises hosting, ServiceDesk Plus is the only one of the two with that option on the pages we read. If hosted is fine, this question drops out.
  2. Which processes do you need on day one? If you need problem and change, price Freshservice Pro against ServiceDesk Plus Professional with add-ons, or Enterprise, not entry tiers.
  3. How many agents will use it? Freshservice cost scales with agents. ServiceDesk Plus cost scales with technicians and, above Standard, assets.
  4. Who administers it? Freshservice has the higher G2 ease-of-admin score (9.0 vs 8.4). On-premises ServiceDesk Plus gives control but you own upgrades, and backups restore only across the same build (ManageEngine backup FAQ, 12 Oct 2026).
  5. Where can AI run, and what can you budget for it? Bundled AI with local models suits fixed budgets and tight data rules. Per-agent and per-session AI suits teams that will measure usage.

Moving from ServiceDesk Plus to Freshservice

Freshservice's help center has no ServiceDesk Plus importer. Its Data Migration folder holds two articles, both for migration partners. A Freshservice Community Manager's undated reply to a question posted on 19 Nov 2021 says there was no direct approach: Freshservice support would run a CSV migration, or you could script the API within its rate limits. Treat that as dated and confirm with Freshworks.

Getting data out of ServiceDesk Plus. In the request list view (not Classic or Combined), Actions then Export Requests exports the filtered set (ServiceDesk Plus help guide, 12 Oct 2026). Reports export as HTML, PDF, XLS, XLSX, CSV, DOC, DOCX or XML, and the pages we read state no row limit. The v3 API uses a technician API key and returns 10 rows by default, so large extracts need paging with row_count and start_index (ManageEngine API guide, 12 Oct 2026). Notes, work logs, tasks and approvals have separate API modules, so a full history is several calls per request, not one.

Getting data into Freshservice. Requesters, agents, departments, locations and assets have CSV imports in the help center, and assets import one asset type at a time. For tickets, Freshworks documents a bulk API for migration partners: 50 tickets or notes per request, 10 requests per minute at account level, and 40 MB of attachments per entity. A migration token raises the limit to 700 requests per minute, and the article marks these values "to be confirmed post load testing" (Freshservice Bulk API guide, modified 24 Nov 2025). Assignment, cc and association emails are not sent to end users, but Slack, Teams, business rules and workflows are not muted, so pause them first. The guide does not say whether original created dates are kept. Notes need their ticket first. Over-size attachments are rejected, but the ticket is still created.

Freshworks also documents a connector app that syncs incidents between Freshservice and ServiceDesk Plus (article modified 26 Aug 2025). It is ongoing sync, not bulk migration.

MigrateX runs this kind of move as a controlled change: mapped, test-migrated, cut over with delta sync, reconciled and signed off.

Freshworks publishes ranges for other source tools, 4 to 12 weeks from ServiceNow and 2 to 6 weeks from Jira Service Management (Freshworks migration pages, 12 Oct 2026). Neither covers ServiceDesk Plus, and there is no neutral benchmark for it.

Checklist: ServiceDesk Plus to Freshservice

  1. Record your ServiceDesk Plus edition, build, deployment and licensed add-ons.
  2. List the modules in use: requests, problems, changes, projects, contracts, purchase.
  3. Pick the Freshservice plan that includes what you use: Growth for catalog and SLA, Pro for problem and change.
  4. Decide how much history to bring, and run an export test with record counts.
  5. Map statuses and the priority matrix, and decide how to handle original dates.
  6. Load departments, locations, requesters and agents before tickets.
  7. Decide public or private for every note type, and plan for attachments over 40 MB.
  8. Document every business rule, SLA, template and approval you will rebuild.
  9. Pause Slack, Teams, workflows and business rules before the import.
  10. Run a test migration, then reconcile counts per object and spot-check links.
  11. Agree a freeze window and a delta sync, then set a go/no-go.
  12. Keep ServiceDesk Plus read-only for an agreed period, and plan hypercare.

Methodology

We read ManageEngine and Freshworks pricing, product and help pages, ManageEngine release notes, Freshservice API and support articles, and G2 pages on 12 Oct 2026. Prices are list prices and exclude tax, discounts and hosting. We ran no hands-on tests, left out vendor outcome statistics that show no method, and flag where two vendor pages disagree. Disclosure: MigrateX, the publisher of this article, runs ITSM data migrations, including between platforms named here. No vendor reviewed or paid for this article.

About MigrateX

With 20 years in enterprise ITSM, we've seen what breaks when a service desk changes platforms: SLA clocks reset, CI relationships disappear, and years of ticket history get scoped out to protect a go-live date. MigrateX moves that history intact, with tickets, attachments, relationships and audit trails, so your new platform starts with the record your team already trusts.
