The best IT ticketing system is the one whose plan covers the ITSM processes you run today at a price you can defend at renewal. Large enterprises with a CMDB at the center usually look at ServiceNow. Mid-size IT teams often shortlist Freshservice, Jira Service Management or ManageEngine ServiceDesk Plus. This guide compares 10 IT help desk tools on list price, plan gating and dated ratings. It is for IT managers choosing a first ticketing tool or replacing one that no longer fits, and it ends with what switching involves.

What an IT ticketing system does

An IT ticketing system is software that turns every employee request or IT fault into a tracked record with an owner, a priority, a status and a time target.

It captures tickets from email, a self-service portal or chat. It routes them to the right assignment group. It tracks each one against an SLA, keeps a history of every note and status change, and reports on volume, backlog and resolution time.

Most tools in this list are also ITSM platforms. They separate incidents from service requests, link incidents to problems, run change approvals and connect tickets to assets or configuration items (CIs). If your team runs a change advisory board or needs to show which server caused an outage, you need those ITSM features, and they usually sit on a higher plan.

How we chose these IT help desk tools

Each tool had to meet four criteria:

  1. Built for IT. Incident, service request and knowledge management are native, with problem and change on at least one plan.
  2. Public information. The vendor publishes prices or, at minimum, plan contents.
  3. Enough reviews. We use G2 ratings. Where G2 has fewer than 50 reviews, we use Capterra and say so.
  4. A clear fit. Each tool suits a specific type of team better than the rest.

The 10 best IT ticketing tools for 2026

1. ServiceNow ITSM

ServiceNow ITSM is sold in three packages. Foundation covers service catalog and request management, incident management, asset management and the CMDB. Advanced adds problem, change, major incident and on-call management. Prime adds AI Agents for ITSM (ServiceNow ITSM pricing page, as of 8 Oct 2026).

  • Who it fits: large organizations with many integrations, a mature CMDB and a platform team to run it.
  • Pricing: no public prices; the pricing page offers "Get Custom Quote" (ServiceNow ITSM pricing page, as of 8 Oct 2026). Vendr reports a median ServiceNow contract of $129,871 per year across 109 purchases, covering all ServiceNow products, not only ITSM (Vendr, updated Feb 2026).
  • What to watch: problem and change management need Advanced, and implementation adds to the license cost.

2. Jira Service Management

Atlassian now sells Jira Service Management (JSM) in the Service Collection, a cloud-only bundle of JSM, Customer Service Management, Assets and Rovo whose apps cannot be bought separately (Atlassian Service Collection page, as of 8 Oct 2026). Plans are Free (up to 3 agents), Standard at $20, Premium at $51.42 per agent/month, and Enterprise on annual billing only (Atlassian pricing page, as of 8 Oct 2026).

  • Who it fits: IT teams whose developers already work in Jira.
  • Plan gating: problem and change management appear on Premium, not Standard. Included Assets objects are 5,000 on Standard, 50,000 on Premium and 500,000 on Enterprise (Atlassian pricing page, as of 8 Oct 2026).
  • What to watch: renewals from 13 Oct 2026 use new list prices. A 100-agent Service Collection Standard annual plan goes from $19,700 to $21,000 (Atlassian future pricing tables, as of 8 Oct 2026).

3. Freshservice

Freshservice is Freshworks' ITSM tool. Plans are Starter $19, Growth $49 and Pro $99 per agent/month billed annually, with Enterprise priced on request and a 14-day trial (Freshservice pricing page, as of 8 Oct 2026).

  • Who it fits: mid-size IT teams that want a self-service portal and service catalog on a mid-tier plan.
  • Plan gating: service catalog and SLA management start on Growth. Problem and change management start on Pro. Freddy AI Copilot is a $29 per agent/month add-on on Pro and is shown as included in Enterprise (Freshservice pricing page, as of 8 Oct 2026).
  • What to watch: standard ticket exports leave out conversations (see the switching section below).

4. ManageEngine ServiceDesk Plus

ServiceDesk Plus comes in Standard, Professional and Enterprise editions, in cloud and on-premises. On-premises prices start at $13, $27 and $67 per technician/month. Standard is free for up to 5 technicians, and there is a 30-day trial (ManageEngine pricing page, as of 8 Oct 2026; the page says prices are current as of September 2026).

  • Who it fits: cost-conscious IT teams and organizations that must keep the service desk on their own servers.
  • Plan gating: below Enterprise, problem management is a $1,195 annual add-on and change and release management a $2,395 annual add-on. A CMDB add-on ($1,195) exists only for Professional. Enterprise includes all three (ManageEngine pricing page, as of 8 Oct 2026).
  • What to watch: price Enterprise against Standard plus add-ons before you buy.

5. SolarWinds Service Desk

SolarWinds Service Desk has three plans: Essentials $39, Advanced $99 and Premier $124 per technician/month, billed annually, plus a 30-day trial (SolarWinds pricing page, as of 8 Oct 2026).

  • Who it fits: teams that want change management and a CMDB on the entry plan.
  • Plan gating: Essentials lists incident, change and CMDB. API access and AI features start on Advanced. Problem management appears only as incident and problem linking on Premier (SolarWinds pricing page, as of 8 Oct 2026).
  • What to watch: without API access, integrations and any later bulk export of your history get harder.

6. SysAid

SysAid calls its product "AI-first ITSM software" covering help desk, asset management, license management and remote support (SysAid product page, as of 8 Oct 2026). Professional is $89 per agent/month. Enterprise is priced on request, starting at 20 agents. Both include incident, problem, change and request management, 250 assets and AI features (SysAid pricing page, as of 8 Oct 2026).

  • Who it fits: teams that want every ITIL module on one plan instead of climbing tiers.
  • What to watch: the pricing page does not say whether $89 is billed monthly or annually, and its FAQ says cost depends on package, users and assets.

7. HaloITSM

HaloITSM sells one plan at £66 per agent/month billed annually, with all modules included and end users free. Halo says it has "no tiers, editions or add-ons" (Halo pricing page, as of 8 Oct 2026). Modules include incident with SLA and OLA tracking, problem, change with CAB reviews, CMDB and a portal, on Halo Cloud, Private Cloud or On-Premise (HaloITSM product page, as of 8 Oct 2026).

  • Who it fits: teams that do not want to pay extra for problem or change management.
  • What to watch: the page shows GBP only, with no USD figure, and onboarding packages are required at a cost set by scope. We use Capterra because G2 has only 22 reviews.

8. TOPdesk

TOPdesk describes itself as an IT service management platform that also serves facilities and other internal teams, with incident, problem, change, asset and knowledge management and a self-service portal (TOPdesk website, as of 8 Oct 2026).

  • Who it fits: organizations that want IT and facilities requests in one tool.
  • Pricing: TOPdesk lists per-agent prices in GBP, from £51 per agent/month on its Essential plan, and final pricing is by quote (TOPdesk pricing page, as of 8 Oct 2026).
  • What to watch: each plan includes a sandbox, which helps when you rebuild workflows. We use Capterra because G2 has 30 reviews.

9. Zendesk for Employee Service

Zendesk's Employee Service Suite plans serve internal teams, including IT. Suite Team is $29, Suite Growth $59 and Suite Professional $99 per agent/month billed annually ($39, $79 and $125 monthly). Service catalog, approvals, SLAs and 500 included assets start on Suite Growth (Zendesk Employee Service pricing page, as of 8 Oct 2026).

  • Who it fits: companies that already run customer support on Zendesk and want IT on the same platform.
  • What to watch: Zendesk's ITSM page covers problems and changes through task templates and routed approvals, and it does not name a CMDB (Zendesk ITSM page, as of 8 Oct 2026).

10. Ivanti Neurons for ITSM

Ivanti Neurons for ITSM runs in the cloud, on-premises or as a hybrid. Ivanti says it is PinkVERIFY certified for 14 core ITIL 4 processes, and its AI features (summarization, classification, knowledge generation) need ITSM 2024.2 or later on SaaS (Ivanti product page, as of 8 Oct 2026). Pricing is not published.

  • Who it fits: organizations that need on-premises or hybrid hosting, and Cherwell customers. Ivanti lists Cherwell products as discontinued and names Ivanti Neurons for ITSM as the successor to Cherwell ITSM (Ivanti Cherwell history page, as of 8 Oct 2026).
  • What to watch: Ivanti says its AI features are not available for FedRAMP.

Agent counts and renewal uplifts, such as Atlassian's 13 Oct 2026 list price change, often move these numbers. If your current tool costs far more than the row that matches your process needs, you may be paying for capacity you do not use.

How to choose an IT help desk ticketing system

Start with the processes you run, not the feature list. Note whether you run problem management, a change advisory board and a CMDB today or will within two years. Then find the cheapest plan on each shortlisted tool that covers them.

Run a trial with real tickets: Freshservice offers 14 days, ManageEngine and SolarWinds 30 (vendor pricing pages, as of 8 Oct 2026). Test your most common request types end to end, including approvals and SLA breaches.

What switching involves

Switching IT ticketing systems is a data migration plus a rebuild: the records move, the logic that acted on them does not.

  • What moves: incidents, service requests, problems and changes with their notes, attachments, requesters and agents, plus knowledge articles, assets and CIs, and the links between them, such as an incident tied to a problem.
  • What is rebuilt: workflows, automations, business rules, SLA definitions, service catalog forms, approval chains and notification templates. Running SLA timers do not carry over; each open ticket's clock restarts under the new tool's SLA engine unless you plan for it.

Check export and import limits before you sign:

  • ServiceNow's default export limit is 10,000 records per export, and its docs advise splitting larger exports (ServiceNow docs, as of 8 Oct 2026).
  • Freshservice caps ticket exports at 10,000 and leaves conversations and internal notes out of standard exports; Freshworks points to the API or the account-wide XML export for full history (Freshservice support article, as of 8 Oct 2026).
  • Zendesk's export tools are not on Team plans and must be switched on by Zendesk support, though every plan can export through the API (Zendesk help center, as of 8 Oct 2026).
  • Jira Service Management works out SLAs from issue history, so closed issues imported by CSV can keep counting (Atlassian support KB, as of 8 Oct 2026).

The plan in phases:

  1. Discover: inventory record types, volumes, custom fields, integrations and how much history must move.
  2. Map: match states, priorities, categories, assignment groups, users and note visibility (public vs internal).
  3. Test migration: move a sample, then a full copy, into a sandbox and check counts, links and attachments.
  4. Cutover with delta sync: freeze changes, run the final load, then sync anything created or updated since.
  5. Reconcile: compare record counts, links and attachments between source and target, and sign off.
  6. Hypercare: watch the new queues, SLAs and automations closely after go-live.

There is no neutral public benchmark for how long this takes; volume, history depth, custom fields and the workflows you rebuild set the timeline.
