Choose Jira Service Management when your developers already live in Jira and you want one configurable platform for service and engineering. Choose Freshservice when you want a packaged ITIL service desk that a small admin team can run. Both vendors announced on 29 Jul 2026 that they were named Leaders in the 2026 Gartner Magic Quadrant for IT Service Management Platforms (Atlassian blog, Freshworks press release, as of 5 Oct 2026).

What changed in 2026 for Jira Service Management and Freshservice
Atlassian repackaged JSM as the Service Collection. Announced on 7 Oct 2025, it bundles JSM, Customer Service Management, Assets and Rovo, cloud only, and the apps "cannot be purchased separately" (Atlassian blog and Service Collection page, as of 5 Oct 2026).
Atlassian cloud list prices change on 13 Oct 2026. It covers Standard, Premium and Enterprise, including renewals, and earlier quotes are honored until they expire (Atlassian price-change FAQ, as of 5 Oct 2026). Atlassian's table shows a 100-agent Service Collection Standard annual subscription moving from $19,700 to $21,000 (Atlassian pricing tables, as of 5 Oct 2026). By our arithmetic that is a 6.6% rise, below the 7.5% headline partners report, so your own quote is the number that counts.
Usage-based billing starts on 3 Dec 2026 for extra automation steps and Rovo credits (Atlassian usage docs, as of 5 Oct 2026).
Jira Data Center is closing. Atlassian stopped selling Data Center to new customers on 30 Mar 2026, and subscriptions, JSM Data Center included, become read-only on 28 Mar 2029 (Atlassian Data Center end-of-life page, as of 5 Oct 2026). For a full ITIL scope, compare JSM Premium with Freshservice Pro, not the entry plans. Freshservice gates more features by plan, while JSM meters more usage. Data model: Jira work items and Assets vs Freshservice modules and CMDB
JSM stores everything as Jira work items, sorted into work categories for incidents, requests, problems and changes (Atlassian JSM docs, as of 5 Oct 2026). Linking an incident to a development ticket is native.
Assets is a separate object database whose schemas you design. A reference "connects two objects through attributes," with types such as Dependency or Replaced by, and an Assets object field links objects to work items. The JSM knowledge base links Confluence spaces rather than storing articles in Jira (Atlassian Assets and JSM docs, as of 5 Oct 2026).
Freshservice keeps ITIL records in separate modules. The practical consequence: a JSM-to-Freshservice move splits one record model into several modules and flattens custom Assets schemas into Freshservice CI types. Going the other way, modules collapse into work categories and every CI relationship is rebuilt as an Assets reference.

What 50 agents cost at list price
Our arithmetic for 50 agents who need problem and change management:
- JSM Premium: 50 x $51.42 = $2,571 a month, or $30,852 a year at the monthly-billing price.
- Freshservice Pro: 50 x $99 = $4,950 a month, or $59,400 a year billed annually.
- Freshservice Pro with Copilot: adding the $29 add-on for all 50 agents brings the year to $76,800.
On list price, JSM Premium costs about half of Freshservice Pro. Metered usage and the 13 Oct 2026 renewal change narrow that gap.

Three gotchas, again by our arithmetic:
- Assets overage is cheap per object but adds up. A Premium site with 60,000 objects pays for 10,000 above its 50,000 allowance, or $200 a month.
- Freshservice asset units weight servers. One 500-unit pack covers 125 servers or 500 desktops, so each server costs four times what a desktop does.
- The automation units are not the same. Atlassian counts every trigger, condition and action as a step (Atlassian automation usage docs, as of 5 Oct 2026), while Freshservice meters orchestration transactions. Compare them against your own rule logs.
TCO turns on the tier you need, how hard you run automation and AI, and renewal timing. Which should you choose? Five decision questions
- Do your developers and service agents need to share one work model? If incidents must link natively to engineering work, JSM has the advantage.
- Which ITIL practices do you need in year one? Problem and change means JSM Premium against Freshservice Pro. Incidents and requests alone means JSM Standard against Starter or Growth.
- Who will administer the platform? For a small team without Jira experience, Freshservice's higher G2 ease-of-admin score in the table above counts in its favor.
- How will you model configuration items? Assets lets you design your own CI model; Freshservice ITAM packages discovery and, on Enterprise, dependency mapping (Freshworks ITAM pricing page, as of 5 Oct 2026).
- What happens to your history? Decide now whether years of incidents, changes and SLA records come with you, because that drives cost and timeline.
Migrating between Jira Service Management and Freshservice
Switching is a data migration, not an export and import. Jira Cloud exports up to 10,000 work items per CSV export, and Freshservice up to 10,000 tickets with ticket-level fields only, pointing to its API or an XML export for full history (Atlassian and Freshservice export articles, as of 5 Oct 2026).
Workflows, automations, business rules, SLA definitions, macros and running SLA timers are rebuilt on the target, not migrated. Freshworks' own Jira migration guide says the same of SLAs, reports and automations (Freshworks JSM migration page, as of 5 Oct 2026).

JSM to Freshservice. Export Assets as CSV per object type; the "Data consistent" option keeps references (Atlassian Assets export docs, as of 5 Oct 2026). The Freshservice Bulk API takes tickets and notes only, 50 records per request and 10 requests per minute, with attachments at public URLs, and Freshworks marks those limits "[To be confirmed post load testing]" (Freshservice Bulk API article, as of 5 Oct 2026). A partner migration token raises the limit to 700 calls per minute for an agreed window (Freshservice migration token article, as of 5 Oct 2026). Freshworks' migration page describes a Jira Importer, but we found no support article for it.
Freshservice to JSM. Atlassian recommends about 1,500 work items per CSV file, roughly an hour each, and statuses must already exist in the workflow (Atlassian CSV import docs, as of 5 Oct 2026). For imported closed items, Atlassian suggests flagging them so SLA goals skip them, or bulk transitioning them to Done (Atlassian SLA article, as of 5 Oct 2026).
The phase plan is the usual one: map, test migration, cutover with delta sync, reconcile, then hypercare.
