The top ITSM tools in 2026 are ServiceNow ITSM, Jira Service Management, Freshservice and BMC Helix ITSM. These are the four platforms named Leaders in Gartner's July 2026 Magic Quadrant for IT Service Management Platforms. ManageEngine ServiceDesk Plus, HaloITSM and TeamDynamix, all named Challengers, are the strongest mid-market IT service management tools.

This guide compares 12 ITSM platforms side by side. For each one you get the 2026 Gartner position, a dated G2 rating with review count, the vendor's published price (or "quote only"), what users praise and complain about, the AI features the vendor ships, and the part most roundups skip: what it takes to move your data in and out.

Two cautions on reading this table. First, a high average from 22 reviews (HaloITSM) is less stable than a slightly lower one from nearly 2,000 (ServiceNow). Second, starting prices are rarely what you pay: several vendors, Freshservice and ManageEngine among them, reserve change or asset management for higher tiers.

What changed in ITSM in 2026

Six changes shape any shortlist of ITSM software vendors this year.

Gartner published a new ITSM Magic Quadrant. The Magic Quadrant for IT Service Management Platforms, dated 27 July 2026, is the first since 2022 (itsm.tools). ServiceNow, Atlassian, Freshworks and BMC Helix each announced Leader placement (ServiceNow, Atlassian, Freshworks, BMC Helix). ManageEngine, Halo and TeamDynamix announced Challenger placement (ManageEngine, Halo, TeamDynamix). According to itsm.tools, Freshworks moved up from Challenger, Ivanti dropped from Leader to Niche Player, and there are still no Visionaries.

AI now has its own Magic Quadrant. ServiceNow says it was the only Leader in Gartner's Magic Quadrant for AI Applications in ITSM published 2 September 2025 (ServiceNow). Salesforce says it is a Leader in the 17 August 2026 edition (Salesforce). The full 2026 list has not been published by an independent source.

ServiceNow bought Moveworks and repackaged ITSM. ServiceNow completed its Moveworks acquisition on 15 December 2025 (ServiceNow newsroom). Its ITSM pricing page now lists three packages, Foundation, Advanced and Prime, each including a Now Assist tier, with prices by quote only (ServiceNow, as of 25 September 2026).

Atlassian set a hard end date for Data Center. Atlassian stopped selling Data Center to new customers on 30 March 2026. Existing customers can expand until 30 March 2028, and Jira Service Management Data Center becomes read-only on 28 March 2029 (Atlassian). JSM Cloud is now sold inside Atlassian's Service Collection (Atlassian pricing).

Cherwell is being retired. Service management consultancies, including Beyond20, report that Cherwell Service Management reaches end of life and support on 31 December 2026. Confirm the date against your own Ivanti support agreement.

Two familiar names changed. 4me rebranded as Xurrent on 5 September 2024 (Xurrent). BMC announced on 9 October 2024 that it would split into two companies, with the ITSM business becoming BMC Helix (BMC Helix).

ITSM tools comparison: how we evaluated and how to choose

How we built this list. We started from the 2026 Gartner Magic Quadrant for ITSM Platforms and kept the vendors that buyers most often shortlist, adding Zendesk because many IT teams use it as an ITSM ticketing system. We did not run hands-on tests. For each tool we collected the G2 rating and review count on 25 September 2026, the most-mentioned pros and cons from G2's AI-generated review summary (or, where G2 had too few reviews, themes from roughly 15 to 20 recent Capterra reviews), the published price from the vendor's own pricing page, and the vendor's documentation on data export. Vendor claims are attributed, not repeated as fact.

Use the same six criteria to choose your own ITSM tool:

  1. ITIL process depth. Check that incident, request, problem, change and knowledge management are all included in the tier you are pricing. Several vendors reserve problem and change for upper tiers. If ITIL alignment matters to your auditors, ask which ITIL practices the vendor maps to out of the box.
  2. CMDB and asset management. A service desk without reliable configuration items cannot do impact analysis. Ask whether discovery is native or a third-party add-on.
  3. AI capabilities and how they are charged. Some vendors bundle AI in every tier (ServiceNow, Halo, SysAid, Xurrent say so). Others sell it as an add-on, such as Freshservice's Freddy AI Copilot at $29 per agent per month (Freshworks, as of 25 September 2026).
  4. Time to value. Look at the "complex setup" and "learning curve" themes in reviews, not the vendor's implementation claim.
  5. Total cost of ownership. Add licenses, the tier you actually need, implementation partner fees, admin headcount and integrations. SaaS ITSM removes hosting cost but not configuration cost.
  6. Switching cost and data portability. None of the top-ranking ITSM tools comparisons we reviewed covers it, yet it shapes the cost of every future decision. Before you sign, confirm:
    • how to export tickets with their full conversation history, attachments and audit trail;
    • whether SLA records, priority matrices and timestamps survive export;
    • whether links between incidents, problems, changes and configuration items can be exported as relationships;
    • API rate limits and export caps;
    • what the contract says about data return at exit.

Workflows, automations, reports and dashboards do not move between vendors through standard exports. Budget to rebuild them on any platform.

The 12 best ITSM tools, reviewed

Each card uses the same format, so you can compare these IT service management software options line by line. Pros and cons paraphrase the most-mentioned themes in G2's AI-generated review summary (mention counts in brackets), which covers a subset of reviews. Where Capterra is listed, G2 had too few reviews and the themes come from recent Capterra reviews.

1. ServiceNow ITSM

ServiceNow is the enterprise benchmark most buyers compare against, with ITSM as one module of a much wider workflow suite.

  • Best for: large enterprises that want IT, HR, security and customer workflows on one data model.

  • G2 rating: 4.5 from 1,985 reviews, as of September 2026 (G2).
  • Pros: ease of use (163); strong incident management (110); efficiency gains (100).
  • Cons: learning curve (70); expensive (59); complexity (53).
  • AI capabilities: ServiceNow says every ITSM package includes Now Assist and platform AI at a matching level (Foundation, Advanced, Prime). The Moveworks acquisition adds an employee-facing AI assistant.
  • Moving in and out: data is reachable through the REST Table API and export sets. ServiceNow's own knowledge base advises exporting large data sets in chunks to avoid performance problems (ServiceNow KB0727636). Custom flows, scoped apps and CMDB relationship models must be rebuilt elsewhere. If cost is driving a review, compare alternatives to ServiceNow first.
  • Our take: the broadest platform on this list, a 2026 Gartner Leader, and the tool with the largest G2 review base. The cost and complexity complaints are real, so price the package you actually need and plan for dedicated platform administrators.

2. Freshservice

Freshworks' ITSM product, now a Gartner Leader, is known for quick setup and a clean interface.

  • Best for: mid-market IT teams that want ITIL processes live in weeks, not quarters.
  • Pricing: Starter $19, Growth $49, Pro $99 per agent per month billed annually; Enterprise by quote (Freshworks, as of 25 September 2026). Problem and change management start on Pro.
  • G2 rating: 4.6 from 1,356 reviews, as of September 2026 (G2).
  • Pros: ease of use (229); features (116); automation (101).
  • Cons: missing features (83); limited features (56); limited customization (47).
  • AI capabilities: Freddy AI. Freshworks lists Freddy AI Agent (Classic) and Freddy AI Insights in Enterprise and sells Freddy AI Copilot as a $29 per agent per month add-on (Freshworks, as of 25 September 2026).
  • Moving in and out: ticket exports to CSV or Excel are capped at 10,000 tickets per export, and Freshworks recommends the API or an account-wide XML export for full conversation history (Freshservice support). API limits run from 100 to 500 requests per minute depending on plan (Freshservice API), which matters for large extractions.
  • Our take: the strongest ease-of-use signal among the Leaders, backed by the second-largest review base on this list. The trade-off is tier gating: price the Pro plan if you need problem and change management, and add Copilot if you want generative AI.

3. Jira Service Management

Atlassian's service desk links IT support directly to Jira engineering work.

  • Best for: organizations already on Jira and Confluence, and developer-led IT teams.
  • Pricing: sold in the Service Collection. Free for up to 3 agents; Standard $20 and Premium $51.42 per agent per month; Enterprise by quote (Atlassian, as of 25 September 2026).
  • G2 rating: 4.3 from 986 reviews, as of September 2026 (G2).
  • Pros: ease of use (46); integrations (32); automation (31).
  • Cons: learning curve (33); steep learning curve (29); complexity (28).
  • AI capabilities: Atlassian's Rovo AI is included in the Service Collection, alongside Assets and Customer Service Management.
  • Moving in and out: Data Center customers moving to Cloud can use the Jira Cloud Migration Assistant, which Atlassian says migrates JSM project data including SLAs, approvals and customer organizations (Atlassian Support).   • Our take: the natural choice when IT and engineering already live in Jira, and the free tier makes pilots cheap. Reviewers consistently flag admin complexity, so budget for an experienced Jira administrator. Self-hosted customers should treat the Data Center dates as a project deadline.

4. BMC Helix ITSM

The former BMC Remedy, now run by the separate BMC Helix company, remains a deep ITIL suite for large estates.

  • Best for: enterprises with complex ITIL processes and existing BMC tooling.
  • Pricing: quote only (BMC Helix, as of 25 September 2026).
  • Rating: G2 3.7 from 297 reviews, as of September 2026 (G2); Capterra 4.1 from 116 reviews, as of 25 September 2026 (Capterra).
  • Pros: comprehensive ITIL-aligned suite; change records linked to incidents; large ecosystem of experienced admins.
  • Cons: dated interface; customization and upgrades are hard; weak reporting and data extraction.
  • AI capabilities: BMC Helix promotes HelixGPT, AI agents, incident clustering and change risk analysis.
  • Moving in and out: BMC documents a REST API for ITSM records (BMC docs). Because reviewers single out data extraction, scope and test the export early. Years of Remedy customizations rarely map one to one.
  • Our take: still a Gartner Leader, and hard to beat for organizations whose processes were built on Remedy. It also has the lowest G2 rating on this list, so run hands-on trials with your own agents before renewing or buying.

5. ManageEngine ServiceDesk Plus

Zoho's ManageEngine has the lowest published paid entry price on this list, with change and project management in its Enterprise edition.

  • Best for: cost-conscious teams that need incident, problem, change and assets without an enterprise contract.
  • Pricing: free edition for up to 5 technicians. Cloud Standard from $13, Professional from $27, Enterprise from $67 per technician per month (ManageEngine, as of 25 September 2026).
  • G2 rating: 4.2 from 251 reviews, as of September 2026 (G2).
  • Pros: ease of use (9); features (8); interface (7); asset management (6).
  • Cons: learning curve (8); complex setup (4); limited features (3).
  • AI capabilities: Zia virtual support agent, predictive triage and routing, and GenAI summaries and reply assistance.
  • Moving in and out: ManageEngine documents a REST API (v3) for the cloud edition (ManageEngine API docs) and says customers can migrate between cloud and on-premises deployments.
  • Our take: one of the strongest value options for teams that need ITIL breadth on a small budget, with both cloud and on-premises options. Expect to spend time on initial configuration, and test reporting against your real management reports.

6. TeamDynamix

TeamDynamix combines ITSM, asset management, project portfolio management and integration in one no-code platform.

  • Best for: higher education, K-12 and public sector IT teams without developers to spare.
  • Pricing: quote only; no public price list found on 25 September 2026.
  • Rating: G2 4.5 from 101 reviews, as of September 2026 (G2); Capterra 4.4 from 170 reviews, as of 25 September 2026 (Capterra).
  • Pros: no-code configuration; ITSM, ITAM, iPaaS and PPM in one platform; responsive support.
  • Cons: heavy up-front configuration and admin effort; limited report builder; bulk operations need the API.
  • AI capabilities: TeamDynamix lists AI Service Assist, generative AI and conversational virtual agents (TeamDynamix).
  • Moving in and out: a documented Web API covers tickets and related objects (TeamDynamix Web API). The built-in iPaaS can help with data loads.
  • Our take: a strong fit for campus and public sector IT that wants service, project and integration work on one platform without code. Plan for a heavy configuration phase and name an internal owner for the platform from day one.

7. HaloITSM

Halo sells one all-inclusive licence and was named a Challenger in 2026.

  • Best for: mid-market teams that want every module and AI without add-on pricing.
  • Pricing: £66 per agent per month billed annually, UK list price; other currencies are selectable on the page (Halo, as of 25 September 2026). Halo says there are no tiers or bolt-ons.
  • Rating: G2 4.8 from 22 reviews, as of September 2026 (G2); Capterra 4.7 from 44 reviews, as of 25 September 2026 (Capterra).
  • Pros: highly configurable; modern interface; strong onboarding and support; all modules included.
  • Cons: complex initial configuration; reporting often needs SQL; basic asset management.
  • AI capabilities: Halo says its AI (triage, summaries, suggested replies, agent builder) is included in the base licence.
  • Moving in and out: Halo documents a REST API (Halo API guide) and offers cloud, private cloud and on-premises hosting, which widens your options for direct data access.
  • Our take: simple, all-inclusive pricing and very high user satisfaction, though from a small G2 sample. Budget for configuration effort and SQL skills for advanced reporting, and check that its asset features meet your CMDB needs.

8. SysAid

SysAid positions itself as an AI-first service desk for mid-sized IT teams.

  • Best for: mid-market teams that want AI agents included rather than metered.
  • Pricing: Professional $89 per agent per month; Enterprise custom, starting at 20 agents (SysAid, as of 25 September 2026).
  • G2 rating: 4.5 from 753 reviews, as of September 2026 (G2).
  • Pros: ease of use (33); customer support (33); automation (27).
  • Cons: missing features (12); steep learning curve (11); clunky interface (9).
  • AI capabilities: SysAid Copilot for agents and end users, prebuilt AI agents and an AI agent builder. SysAid says AI is included without usage caps on Professional.
  • Moving in and out: SysAid publishes developer API documentation (SysAid Developers). Confirm export scope for attachments and history before migration planning.
  • Our take: one of the few vendors publishing a single all-in price with AI included, which makes budgeting easy. Check mobile support and reporting depth against your requirements, since both appear in user complaints.

9. Ivanti Neurons for ITSM

Ivanti's flagship ITSM product is a flexible platform that dropped from Leader to Niche Player in 2026, according to itsm.tools.

  • Best for: teams that need cloud, on-premises or hybrid deployment, including Cherwell customers staying with Ivanti.
  • Pricing: quote only (Ivanti, as of 25 September 2026).
  • G2 rating: 4.0 from 323 reviews, as of September 2026 (G2).
  • Pros: flexible workflow engine and business objects; automation; self-service catalog.
  • Cons: steep learning curve that needs a skilled admin; lengthy initial setup; rigid form designer.

10. Xurrent (formerly 4me)

Xurrent targets organizations that run service management across many internal teams and outside suppliers, with dedicated plans for managed service providers.

  • Best for: enterprises and managed service providers running service management across many teams.
  • Pricing: quote only. Xurrent says it does not publish prices because plans are tailored (Xurrent, as of 25 September 2026).
  • G2 rating: 4.6 from 87 reviews, as of September 2026 (G2).
  • Pros: ease of use (14); intuitive (7); easy implementation (6).
  • Cons: missing features (5); design issues (4); outdated interface (3).
  • AI capabilities: Sera AI, including triage, closure and knowledge agents and an MCP server. Xurrent says AI is included at every tier (Xurrent).
  • Moving in and out: a public GraphQL API (Xurrent developer docs) gives fine-grained access to records. Reviewers describe it as highly standardized, which speeds setup but means custom fields from other tools need mapping.
  • Our take: worth shortlisting if you coordinate services across departments or outsourced providers and want AI without metered credits. Validate reporting and API coverage for your edge cases, since those appear in the missing-features feedback.

11. TOPdesk

TOPdesk, which cites more than 30 years in service management, is a long-standing choice for mid-sized and public sector organizations.

  • Best for: mid-market and public sector teams that value a strong self-service portal.

12. Zendesk for Employee Service

Zendesk's internal help desk edition brings its customer service tooling to IT and HR.

  • Best for: organizations running IT and HR support from one lightweight desk.
  • Pricing: Suite Team $29, Suite Growth $59, Suite Professional $99 per agent per month billed annually; Enterprise by quote (Zendesk, as of 25 September 2026).

  • Pros: useful (10); time-saving (9); integrations and AI (6).
  • Cons: AI limitations (3); slow loading (2); missing features (2).

Best ITSM software by use case

The right ITSM solutions depend more on your size and ecosystem than on any overall ranking.

Enterprise. ServiceNow ITSM and BMC Helix ITSM, both 2026 Gartner Leaders, offer the deepest process coverage and CMDB models. Expect quote-only pricing and a partner-led rollout.

Mid-market. Freshservice is the fastest route to a working service desk among the Leaders. HaloITSM and Xurrent suit teams that want AI and all modules in the base price. SysAid is another option with published pricing and bundled AI. If you are replacing Cherwell, Ivanti Neurons for ITSM is Ivanti's current ITSM product, but compare it with at least two alternatives.

Small business. Jira Service Management is free for 3 agents and ManageEngine ServiceDesk Plus is free for 5 technicians. Freshservice Starter costs $19 per agent per month billed annually (all prices as of 25 September 2026, from the vendor pricing pages named above).

Developer-led and Atlassian shops. Jira Service Management, because incidents link natively to Jira engineering issues and change requests can follow the same deployment pipeline. Self-hosted teams should plan around the 28 March 2029 Data Center read-only date and decide between Atlassian Cloud and another vendor well before expansion rights end on 30 March 2028.

Higher education. TeamDynamix lists higher education and K-12 among the industries it serves and combines ITSM with project portfolio management, which suits campus IT. TOPdesk is another option for institutions that prioritize self-service.

FAQ

Conclusion

No single tool wins everywhere. ServiceNow and BMC Helix lead on enterprise depth, Freshservice on speed, Jira Service Management for Atlassian shops, and Halo, TeamDynamix and ManageEngine on value. Shortlist two or three of these top ITSM tools, check their export limits, and price the move out before you commit to the move in. Recheck ratings and prices before you buy: G2 ratings change frequently, and several of these vendors have renamed, split or repackaged products since 2024.
